The 2008 LHC Safety Report has not yet been externally validated, but an internal validation by CERN's SPC Committee contains the disclaimer:
"... but this argument relies on properties of cosmic rays and neutrinos that, while highly plausible, do require confirmation, as can be expected in the coming years." - Quote from CERN's SPC Committee
The panel appears to recommend that these safety assumptions be addressed again before even larger colliders go into operation, but no apparent recommendation to delay their own Large Hadron Collider.
