Yes, we don't, that's why we need a place to try and build the first one?
The article made it sound like, 'all right, we've got the plans, now let's build this sucka!' -- not like, 'and here will be the site of a grand experiment.'
Ah. The prototype, and especially for such a huge machine, is always both, at the same time. I'm sure they have very detailed, if not immutable, plans, and there are generations of scientists who have been aching to try and build their ideas. I'm also sure they have very large error bars on their estimates of how it will work. :-)
